Bangalore: Poor deserve cheap but safe liquor, feels Siddu

Bangalore, May 15: Chief minister, Siddaramaiah, it is learnt, feels that the poor people of Karnataka are in dire need of cheap liquor, as they are facing a financial crunch after arrack was banned by the coalition government headed by H D Kumaraswamy in 2007. Accordingly, he is learnt to have conveyed to the top officials of excise department his intention to introduce cheap but safe branded liquor for the poor people, and asked them to work out ways and means of achieving this objective.

On Tuesday, the chief minister held a meeting with the departmental heads. Thereafter, he said that the poor people, particularly the labour class, have been facing lot of problems as they are compelled to go for costlier liquor after a ban was placed on arrack in the state. He told the excise officials of his inclination for easing their burden by providing cheap and safe liquor alternative to costlier varieties. Sale of both Indian-made liquor and Indian-made foreign liquor have registered a sharp increase in the state in terms of sales since arrack ban was enforced.

Towards preparation of a new budget, the chief minister held marathon meeting on Tuesday at his chamber, and reviewed performances of a number of departments including finance, energy, revenue, and water resources. Siddaramaiah concentrated on his work, even as his senior party colleagues were in New Delhi in an effort to become members of his ministry. Siddaramaiah is scheduled to leave for New Delhi on Wednesday May 15 for holding discussions with the party top brass.

Siddaramaiah has asked commercial taxes, excise, stamps and registration, as well as motor vehicle taxes departments to revise their revenue targets for next year and generate more revenue. The stamps and registration department was told to upwardly revise the guidance value of land in major cities of the state, and continue to revise the same every year. The finance department was told to curtail unnecessary expenditure and improve tax collection, besides preparing a white paper on its present state. He also wants the officials to draw up strategies for supplying uninterrupted power to rural areas of the state.

    Siddu knows the financial administration as he is a seasoned administrator. Banning alcohol does not stop its consuming. Better policies and tight administration can only stop systematic growth of illegal booze. Despite ban at Gujarat, alcohol still flows but generating heavy alternative channels.

    I understand that ‘Arrack’ would be the worst and banning/stopping the same would be right decision. But alternative option available is expensive liqors (Looks lobby of big distillery owners)…

    Maharasthra’s model for the same would be called “Desi Bar” or “Desi Darooka Adda” stands ahead than the other states. Heard that different flavored Santra (Kittale), Cashew, Coconut (similar to Goa Fenny) etc. are cheaper and better liquors are sold / served there. It is produced within in Maharashtra for these bars (addas) only.

    If newly elected KA Government takes necessary steps to introduce (with proper guidelines) for natural and safe liquors will definitely help poor as well as farmers too…

    If you really think you would know that no one has stopped consuming alcohol ever since arrack has been banned. People who drink will drink no matter what, you cannot legislate morality. The poor people who used to consume arrack earlier are now spending three times the money to get the same kick at bars and liquor stores consuming more expensive liquor for the bar owners and liquor to make more money.

    The revenue from Arrack used to go to the government, now you have the bar owners selling higher value liquor who are making money. While it may sound as a low moral idea, it sure is a sound idea for the government excise department to supply cheap and good quality liquor for those who want it, so it is a source of revenue for the government and some money saved for the poor people.

    Do you know of any poor person who has stopped drinking ever since arrack has been banned ?

    If you did not understand what CM Siddu proposed to do, then you refrain from commenting. Mangalore will not be a free flowing liquor capital anytime.

    It is is very interesting to read many comments, and some honest ideas like liquor free state etc was much appreciating. One who knows Belthangadi being one of 224 Thaluks in the stae, I wish to emphasise the fact that in all our village area since 7 years (ever since BJP banned Arrack) illicit liquor and foreign liquor madeup of spirits and other chemicals is widely on sale. I am sure, this is is not unique in Belthangadi alone...I therefore need to mention that the Government has utterly failed to control illicit liquor in the sate, and in one angle Siddharamayya is not wrong in protecting the souring revenue due to the illicit liquor business running allover state.

    Who knows BJP government indirectly created a business source for its un employed cadres by banning legal sale of Arrack in state ???

    I think, Drinking habit cannot be stopped by any law or by stopping supply of Arrack alone. Moreover, when you control something, the desire and temptation will be more. Supply / Demand Law says Demand is inversely proportionate to supply.. while we accept this universal law, our society and all those institutions with the support of Government has to support for bringing up more and more Alcohol Rehabilitation Centres all over state, and this could be a wise idea.

    As we all know, a funny passing says, reducing the alphabets from the word H A B I T cannot vanish something that has broughtup over the years !!

    Therefore the new CMs idea to tap the lost Government revenue from Arrack sales does not amount anything against people of state.

    Absolute stupidity to think a poor labourer will spend only few rupees on liquor and use remaining money on family. When it comes to liquor, even a fool knows there is no stopping.     What is the logic of Mr. CM. Yesterday he told that poor will get rice at Re. 1/- since they are poor. Today he is telling they eligible for Cheap liquor. That means poor no need to work because he is poor. Buy 10 Kg Rice at Rs. 10/- and 2 bottles of liquor at Rs. 10/- enjoy full month at home without hard work ?????. If you are not working for a month your income will also come down. Then again you will be treated as poor since your income category is below poverty line....     Because of liquor ban the cost of daily labour increased from Rs.100 to Rs. 400. Before they get liquor for Rs. 11, now they have to spend Rs. 40 for whisky.

    Taxes on liqor and Cigrettes should be increased in order to contain the cosumption/smoking. If alchol prices are brought down, the labour class will be having three shifts (drinking) instead of only at the night. What a great proposal.

    What is in a name - you suggest a good name to the CM for that cheap but less harmful liquor he wants to make it available for the lesser earning people.
    These people used to get dirty\harmful, if consumed, liquor for the last few years. Drinking of liquor cannot be stopped but supply of better stuff is a possibility which will reduce the harmful effect.
    It is with concern for the lower earning people that our concerned CM has suggested this.

    Dear all readers...Karnataka 's major source of revenue used to be from auctioning Arrack & Toddy (Thalukwise) years ago! Whereas, BJP banned arrack & Toddy and issued several licenses for foreign liquor shops, Pubs, and highway side bar & restaurant. In one end they demonstrated that, poor people were made away with arrack, rather it was a foolery to people, as a strong inclined consumer, whether it is cheap or costly, he will buy for any price. Moreover, as on today lots of illicit / illegal liquor getting sold in villages. Police or government hardly can stop this. Even proven record shows how Ex - Excise minister Renukacharya used to demand hafts from Manglore pub owners and got red eye with then CM sadananda for ordering enquiry on the firmer!

    Now siddhu looks for source of revenue to implement his ambitious and glamorous soaps offered to people on the very day he took office. Whereas, auctioning liquor could bring huge income to government, which he knew being 7 times finance manager of the state government before.

    Also, he knows, lots of congress workers will get jobs in arrack sales shop, lots of drivers will get jobs in the distribution / supply chain, mostly billavas who claim it as "Kula kasubu" in twin district were mainly in this business for decades, and B Janardhana Poojary being from billava community, wants to appease his community, and might be influencing Siddhu?

    All this must be the back ground for bringing again arrack in the state. So readers, if one opposes Suddhu for bringing arrack again, then he/she should oppose total ban in the state, which our high spirit society may not like it?...so comments in this particular matter is un necessary...it is better we watch Siddhu what he is achieving in this regard?

    I fully agree with all the comments given in this article so far....and here are my views.
    I have worked with the marginally poor people in my area and observed that a poor coolie used to earn 100 rupees per day in 1994 he used to spend 12 rupees on arrack and rest on rice eatables etc for his family and enjoyed life.these same people earned rupees 200 per day in 2008 spent 50-100 rupees on alcohol when arrack was banned but did not have enough to spare for the family.
    no doubt alcohol in any form should be banned as per most you all but what about those people who are addicted and cannot work or do menial labour without this think of your own surroundings those who are in Kuwait or Saudi.
    so lets wait and see what this new development brings with it..
    BJP used to mint money by granting permits to provide costlier ones....lets wait and see....

    This is insane !! this guy comes into power..gives away tax payers money for a cause that is not worth it, i would appreciate if a hospital or a school was built and kids were educated to earn their bread n butter for their life...milk rate is increased..now cheap liquor ???? somebody please wake our cm up...forget development!! atleast sustain the good things that have been in society till now for god sake!!! god save our state and country..this is really sad n disappointing !!! :(

    I am waiting for a day when there is fully ban on liquor. I am fed up wid this liquor. Liquor wheather cheap or costly, liquor is liquor, alcohol is alcohol. It is dangerous. It is responsible for many sickness family disasters. An agent to commit sin and so on. I was living in a family and my father used to consume liquor every evening and used to herrass my mother. I still remember her tears and she advised us the consequences of liquor. How many women shedding tears bcoz of this liquor.how many families ruined? How many suicides? I am still waiting for the day when it comes total ban for liquor. I am living in Kuwait. No wine shops in this country. Very peaceful. I love this country very much.

    The Government is there to look after peoples welfare. Based on this thought the new Chief Minister has proposed to get cheap but safe liquor for poor people, as he knows they will go after illegally brewed one which is quite dangerous.     Up liftment of the poor & downtroden cannot ever be achieved in a poor way. It needs proper solid plans & projects with sufficient time limit. Who are the poor? Why are they poor? This should be studied. Distinguishing between real poor & so called poor is very very important task. Accordingly different plans & programmes should be made for different types of poor. It need to be done from grass root level, panchayat level, village level. 1 Rs. rice and so on need to be short term plans and really reach the real poor. Therefore it is a huge task and combined efforts from all levels need to be initiated as soon as possible.

    Did the people of this state voted you to power to create more drunkards in villages? At least some families have been staying peacefully in the villages. But now you want to spoil all of them too?     Banning liquor sale is total foolishness. In Saudi Arabia and Kuwait there strict prohibition.
    Still expatriate preparing homemade liquor from Grape Juice/east and some of them doing bootlegging also.

    It’s very sad to say those who can't buy / afford homemade stuff, consuming Shaving Lotion mixing with Seven Up or Fizzy drinks.

    Late NTR banned liquor in AP.

    Result: Within one year many people especially from AP / Karnataka border became CROREPATIS becoz there was bumper sale in near Karnataka border. Secondly AP Govt lost crores in excise revenue and it generated whole sale bootlegging. Politicians/Police/Bootleggers became milliners within overnight.

    I still remember when I was working in Bombay 25 yrs back, the liquor in Mangalore is 70% more than Bombay and the quality was much much better. Even I had carried 2 bottles while travelling from Bombay to Mangalore due to price variance.

    I hope, quality liquor with less price will make a big difference but do not encourage arrack as it will spoil people's health.

    Dear Diajiworld Readers! Firstly, I never say you all to support BJP. I agree Yeddi is a corrupt politician, which we never expected when we supported him. There are good leaders in BJP than him. Compair to Congress, BJP had some development in state. I agree they had a internal issues, which i strongly unappreciate. Siddu is a person who jumped from JD's to Congress. We have congress in our state since from Independance, why congress dont have a capable leader to be a CM, why they depend upon a person who is not stable in a single party. Even i unappreciate the activities happend in Mangalore like church attack, night stay, pub attack etc when BJP govt was ruling our state. I dont know whether i am right or not, one question is running within myself for all this incident that "Do congress had influence in these activities to bring bad remark on BJP and gain full majority in this election" May be a pre planned one. B'cos congress always comment on BJP as "Komuvadi party". I think we never faced "Hindu Muslim or Hindu christian fights" when BJP was ruling karnataka. BJP had made development in Mangalore we have to agree b'cos we are seeing Malls, supermarkets, concrete roads, & even inter locks in sub roads throughout our city. Compairing BJP with congress govt, BJP had done some good things in 5 yrs against 60 yrs of congress party when they were in power. Has a good parents to our children we never expect our children to go for a night stay and get influence to drug. Even we never expect our childrens to get influence to cigrats during their studies. One part its right that "BD" obejected this but should not had touched students. But i heard personals who had involved in this activities are still in prison. BJP govt kept them in prison till date, but i doubt Congress may get them out to get support and divert them towards their side like how they keep doing with minorities till date to gain vote from them.

If you are drinking and have access to good quality liquor, why are you opposing such a move. Sometimes rich people show hypocrisy. I guess this move from Siddaramaih is a welcome one.     Although not a patron of alcohol, I (strongly) believe that the low cost arrack of earlier days was banned to make a way for the private distilleries to earn more money (read kickbacks from the liquor lobby) to the HDK govt. which has lead many laborers and poor people either to drink expensive liquor after a very hard day's work, and let the rest of their family members go hungry, or drink the spurious (cheap) liquor only to face death.

    Please note that the illicit liquor business went up sky high too during HDK/BJP regime, paving way for big haftha business for police forces and local politicians and excise dept. over these years.

    I fully support Siddu's decision to provide cheap and ''SAFE'' liquor to the poor, which will even benefit the not so poor people also.

    Poor people have the right to drink liquor as much as the rich people of India....!!!

    i dont think regular poeple who drink have fix budget, but they have fixed quantum of drinks. so a person who used to have 2-3 pegs daily had to shell out more for drinking foreign/branded liquor which was affecting his family budget. now with cheap liquor, the same 2-3 pegs will cost him less and his family also get higher disposable income.
    Banning liquor was absolute foolish decision...a regular drinker can never stop drinking..anyhow SIDDU is certain to be remembered as CHEAP MINISTER

    ..Kudos, Austin..what our new CM is doing should be out rightly condemned..we all know the consequences of liquor which is hardly hitting poor labour class..After banning the Arrack shop (Gadang) we see less people in our area falling into the road side ditches, crawling & fighting on the road...because of spiraling liquor price i feel some of the poor class have already stopped drinking liquor..It seems Sidhu once again giving liquor glass to poor mass..

    I think its better than the cheap liquor one gets in the wine shop. It is filled with only spirit.
    So his suggestion that poor people must get cheap but safe liquor is correct.
    Not all can afford expensive liquor. So I feel thats the right suggestion.
    The reality is that we cannot ban liquor throughout the country since it is left to the state governments to decide. So atleast trying to make safe liquor for the benefit of the poor is good
    But yes ofcourse at the same time we have more important issues at hand people would like siddu to address on priority

    This is a very cheap rated populist initiative and will not do any good to the people of Karnataka Siddu and the Congress government should not implement this and maintain the status quo. This is a very unwise decision from a seasoned and qualified politician like Siddu. The state has many pressing problems and government should focus on solving those problems. Providing cheap liquor to the poor will not do any good. Previous government’s decision to ban on the government liquor had at least led to the reduced liquor consumption among the poor. This will now enable them consume for of it. We will now see the Sharabu Angadi’s propping up everywhere. None of the voters would have the cheap liquor as a wish list while electing the congress government. This will again lead to liquor lobbies. The government’s priority should be to increase the employment, develop the infrastructure, create jobs, increase the investment in the industrial and service sector.

    Please oppose this initiative. This will not do any good to people and further increase the alcoholism among the poor.     Of course, cheap and safe liquor is required for the poorer sections especially in rural areas. In the town there are bars. People from rural areas hire vehicles to come to town for the liquor is a common scene in the evenings. There is also a clandestine trade of IMFL for higher rate in the rural areas.
    What the previous govt did was it forced the poor to shift to IMFL through its legislation as pointed out above. Later on it hiked its rate.
    Prohibition is not easy. Apart from it there are huge vested interests. However, let that(bringing in cheaper liquor) not be another curse to the poor.
    Have some sincerity in bringing this legislation.

    There is absolutely no need to revoke the earlier decision of banning the cheap liquor, These days many women and poor families leading a very good satisfactory life due to ban on poor liquor. The one who wants to drink Usually go to bar limited budget, Let say Rs.500, So if gets ONE Peg for the same amount, he just consumes one peg and finishes his Job,However if he gets 10 Pegs for the same amount, He keep on drinking 10 Pegs . Which will spoil his Health and his families Happiness as well. No one Stopped Drinking due to ban on cheap liquors, but started consuming less due to their budget. Due to which many poor families are happy today.
    Further, by weaving off Rs.4400 Crore, He made common middle class and Honest people to suffer more. Now to get this 4400 Crore rupees he need to increase the Tax collection in a areas like property registration, Motor vehicle,and other stamp duties which will effect very Honest people of the land, and encourage culprit to evade tax further, not to pay electricity bill, not to pay back the loan with hope of Weaving it once again. CM should teach & show the Correct Path to the people how to live in and not how to Dupe the Govt and Society. This will be Direct Burden to the Common Man...

    I regret myself to understand very status of senior political leaders which depicted in todays statement. I wish all their press statements need to be screened and approved by our great PM of which they belong otherwise they defame very status of our prime leader and the party.

    Initially, a real leader should think of project which will give results at the end of his tenure like self sufficiency in power, water, infrastructure for industrial growth through which unemployment will automatically be resolved and programs through which national industrial growth index will increase.

    Hence poor people have a habit of spending certain amount for liquor per day, they will not reduce the spending but, will increase the quantity if "cheap and safe" liquor comes in to the market.

It means all charges will go up drastically since he wants more funds to distribute to SC, ST, OBC, etc. Who said he is not doing anything for other than SC, ST or OBC. Milking more charges is also a gift for others too. Mantra is very clear “You Pay and We Distribute” Karnataka people gave 121 Seats and we will be pushed back to 121 Months exactly. So, Mallya will close his UB Factory too

    During Kumarswamy govt, the Powerful IMFL (Whisky-Brandy) manufacturers had forced Kummy Govt to ban ordinary liquor so that IMFL sales will go up and they can make huge profit. So now removing this ban is good move to increase govt revenue, but it should not spoil our social fibre.
